[dev.simd] cmd/compile: don't treat devel compiler as a released compiler
The compiler has a logic to print different messages on internal compiler error depending on whether this is a released version of Go. It hides the panic stack trace if it is a released version. It does this by checking the version and see if it has a "go" prefix. This includes all the released versions. However, for a non- released build, if there is no explicit version set, cmd/dist now sets the toolchain version as go1.X-devel_XXX, which makes it be treated as a released compiler, and causes the stack trace to be hidden. Change the logic to not match a devel compiler as a released compiler.
