unix: add riscv_hwprobe for riscv64

The riscv_hwprobe system call was introduced in Linux 6.4 and allows
the caller to determine a number of interesting pieces of information
about the underlying RISC-V CPUs, e.g., which extensions they support
and whether they allow fast unaligned memory accesses. For more information

We also update linux/mksysnum.go to ensure that the generated syscall constants
written to the zsysnum_linux_*.go files are always sorted by their syscall numbers
in ascending order.

unix: add //go:build lines when generating files

The //+go:build lines were added by running Go 1.17 gofmt in CL 294490.
Make sure to retain them when re-generating files in this package.

unix/linux: set 100644 mode on mksysnum.go

Change mode of mksysnum.go to 644.
I also checked all the other files with 755 mode, to verify that no
other Go file has this issue. After this change, only .sh and .pl
files are executable:
$ git ls-files -s * | grep 100755

unix/linux: replace "mksysnum.pl" script with a Go program

Port mksysnum.pl Perl script to mksysnum.go.
mkall scripts are modified to run mksysnum.go.
Running ./mkall.sh does not generate any git diff besides
the command name in comments of generated files.
Updates golang/go#27779
