Jason A. Donenfeld 8fe3ee5dd7 windows: return ERROR_ALREADY_EXIST for non-nil handle in Create* functions ...

These functions sometimes return a non-nil value, while indicating
ERROR_ALREADY_EXISTS through GetLastError. In this case, return the
error along with the handle, to indicate the case.

Fixes golang/go#44539.
