unix: use SyscallNoError and RawSyscallNoError on Linux only

Browse Source 
The SyscallNoError and RawSyscallNoError functions are only needed on
Linux. Make sure they are not used within the generated zsyscall_*.go
files if $GOOS != "linux".

Updates golang/go#22924
