Test helper functions mktmpfifo and chtmpdir were written
before t.Cleanup was available, which necessitated returning
of a cleanup function and the use of defer.
Let's use t.Cleanup (available since Go 1.14) and simplify the callers.
While at it,
- use t.Helper (added in Go 1.9);
- simplify some error messages (errors that come from os package
usually doesn't need to be wrapped).

Mostly change that to os.Create(filepath.Join(t.TempDir(), "filename"))
so that the cleanup is done automatically (and, because this is a new
directory, we do not need to have a "create unique temp file name"
logic).
While at it, fix some log/error messages -- if an error is coming from
e.g. os package, it is already wrapped, so there's no need to add more
context.

Currently if TestPoll fails because an unexpected event fired, we just
print that it happened, not which one fired. #49380 has been difficult
to reproduce, so printing more information for this case would be
helpful.

This repo supports two Go releases, Go 1.15 and 1.16 (and tip).
The darwin/386 and darwin/arm ports are dropped in Go 1.15.
And these ports already do not build even with Go 1.14. Delete
them.

Occassionaly TestPoll fails on some builders due to Poll getting
interrupted:

The raw syscall returned the two pipes whereas the libc call
takes a pointer to a location to write the two pipes.
When we switched over from raw syscalls to libc calls, this
change in behavior was missed.

On some platforms (namely Linux), Select and Pselect update the
passed-in timeval/timespec, which might lead to failing tests in
case of an EINTR. Fix this by always resetting the timeval/timespec
before calling Select/Pselect.
Also change accept timeouts within 2/3 margin of the expected timeout,
like already done in TestSelect. While at it, fix the failure log to use
the common "got X, expected Y" message.

TestFstatat regularly fails on the dragonfly-amd64 builder due to
mismatching Stat_t info returned by the calls to Fstatat vs. Stat (most
likely due to Atime changing). Fix the test by just comparing some well
known members. This was already fixed for the Lstat call in CL 212417.

Move TestUtimesNanoAt to syscall_unix_test.go. All BSDs and
solaris/illumos provide UtimesNanoAt. The implementations on linux and
darwin are already the same and the type conversions of Timespec members
on aix should no longer be necessary since CL 177838.

Call into libSystem (Darwin's libc equivalent) to do system calls.
Raw syscalls are not a supported ABI on Darwin, they want us to use
libSystem calls instead.
The stdlib has already been converted to this new regime. This
package is vendored into the stdlib, so we need to fix it also, then
vendor it in again.
Because this package isn't tied to a Go release, we need to keep the
old code around and use the new code only for 1.12 and up.

The mkfifo syscall is disallowed on android and iOS. sched_setaffinity
is disallowed on android. Skip all tests which use them.
/usr/bin does not exist on android. Use /system/bin in TestGetwd
instead, like TestChdirAndGetwd in the os package.
Like linux, android does not support Fchmodat with flags != 0. Adjust
TestFchmodat accordingly.
TestDevices might stat some device files which are not accessible, skip
those.
iOS cannot exec subprocesses, thus skip TestPassFD.

Add ErrnoName and SignalName to get errno and signal name strings from
syscall.Errno and syscall.Signal values, respectively.
This repurposes the errors and signals vars (because they are not used
within x/sys/unix currently) and turns them into slices of struct,
containing errno/signal number, name and description. ErrnoName and
SignalName can then be trivially implemented using sort.Search.
Renaming errors to errorList additionaly allows to avoid package aliases
for the errors package.
