Jason A. Donenfeld c178f38b41 windows/mkwinsyscall: import mksyscall_windows.go from go repo

This allows us to modify this file and fix it more fluidly. Users can
invoke it from go generate via:

   go run golang.org/x/sys/windows/mkwinsyscall

This was taken from Go repo commit 6b85fa80.

Updates golang/go#34388

sys

This repository holds supplemental Go packages for low-level interactions with the operating system.

Download/Install

The easiest way to install is to run go get -u golang.org/x/sys. You can also manually git clone the repository to $GOPATH/src/golang.org/x/sys.
