Alex Brainman d6cf4ab887 windows/svc: use ioutil.WriteFile instead of os.WriteFile

os.WriteFile is not available on Go 1.15. But we still need to
support Go 1.15.

Fixes broken Go 1.15 build

This repository holds supplemental Go packages for low-level interactions with the operating system.

Download/Install

The easiest way to install is to run go get -u golang.org/x/sys. You can also manually git clone the repository to $GOPATH/src/golang.org/x/sys.
