Lewis Waddicor db8ea88b25 windows: support service PreShutdown service control signal

This adds support for the PreShutdown signal indicating the system will
be shutting down. This allows services which need time to shutdown
gracefully to use SERVICE_ACCEPT_PRESHUTDOWN to register for
SERVICE_CONTROL_PRESHUTDOWN events.

sys

This repository holds supplemental Go packages for low-level interactions with the operating system.

Download/Install

The easiest way to install is to run go get -u golang.org/x/sys. You can also manually git clone the repository to $GOPATH/src/golang.org/x/sys.
